BackgroundNAGAAD Women’s Network is a voluntary network bringing together 45 women’s organizations in Somaliland. Founded in 1997, it was formed to serve as a collective voice for women and children wishing to see their rights as equal citizens respected in Somaliland. Its activities focus on women’s and girl’s education, economic empowerment, participation in decision making, reproductive rights and well-being, through advocacy, networking, capacity building, training and research.
Job Purpose:NAGAAD is seeking a qualified and committed project officer for the implementation of Community Care Approach in Hargeisa, Borama, Wajaale, Burao and Balligubadle districts. He/she will be responsible for the overall management of the project.
Key Responsibilities:General Responsibilities:·         Lead, manage and coordinate day-to-day planning, implementation and management of project activities according to the project document and project log frame

·         Develop and implement project plans with project staff, technical specialists and stakeholders to ensure effective project implementation

·         Provide technical support and guidance on ensuring that the project adopts best practice in integrated community mobilization and community engagement approaches.

·         Ensure monitoring system and tools developed are used by project staff to track project progress, and capture learning·         Ensure project compliance with all legal and donor requirements

·         Provide regular reporting to the Program Coordinator and Executive Director as per guidelines including preparation and consolidation of project monthly, quarterly and annual reports

·         Monitor the context and carry out adjustments to project plans and management on an on-­‐going basis in light of changing context, resources and opportunities

·         Monitor project expenditure against budget, and preparation and submission of required project progress and financial reports on a regular basis

·         Develop and maintain strong relationships within and outside NAGAAD including with the Government Agencies and with project partners, INGOs, local organizations, community leaders and relevant networks working in the district and including those working within the wider women empowerment sector

·         Ensure that the donor guidelines are adhered to particularly in regards to grant acknowledgement and reporting

·         Coordinate processes for project evaluation, document and share lessons learned with development partners and other stakeholders

Specific Responsibilities:

·         Training of CDLs on Community Care Approach

·         Work with CDLs to do community mobilization and the CC program at community levels.

·         Closely monitor the CC sessions, and mentor the CDLs on adopting CC approach.

·         Ensure linkage and synergy to be created across NAGAAD’s projects within the same constituent

·         Ensure active participation and involvement of beneficiaries and relevant stakeholders including children, mothers and community committees for the program.

·         Prepare field reports, success stories and conduct follow ups and submit the reports on timely manner in accordance with NAGAAD.

·         Able to work with teams and minimum level of supervision

·         Any other duties assigned by project manager

·         Must be able and willing to travel to project sites regularly

Knowledge and Experience:·       A high level of understanding of project cycle management approaches, projectappraisal,monitoringandevaluationandpartners’capacitybuilding.·       Considerable experience in budgeting/financial procedures, and writing managementandfinancialreportstodonors.

·       Proven ability to motivate, provide technical support and guidance to a diverseteamofstaffandpartners.

·       GoodknowledgeandunderstandingofCommunity Care Approach.

·       Skills in training/facilitation of development processes, including mobilization of communities and networking among different development partners such as community based organizations and government officers.

·       Commitment to international and humanitarian NGO codes, standards and practices.

·       Highlevelofintegrityandhighstandardsofpersonalconduct.

Qualifications/Other Requirements:Essential:·      Bachelor Degree in Education, Community Development, humanities or related field.

·      Degree or Diploma in Project Management

·       Minimum 5 years’ experience at a similar level managing a women empowerment projects.

·       Experience of line managing field officers

·       Proficiency in computer packages especially with Ms Word, outlook and Excel and other related packages

·       Excellent communication skills in written and spoken English


·       Ability to work as part of team across different cultural norms.

·       Ability to work with minimum supervision and take initiative.

·       Ability to solve problems and take corrective action.

·       Commitment to international and humanitarian NGO codes, standards and practices.

·       Commitment to respect of NAGAAD and donor procedures and policies

·       High level of integrity and high standards of personal conduct.
