JOB TITLE:  Programme Officer  – Integrated NORAD Framework Programme, Somalia (one Position)

CHILD SAFEGUARDING: The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

The Programme Officer will assist the programme coordinator in ensuring the effective implementation of the NORAD Framework Programme activities as required and/or designated by the Programme Manager in South central Somalia. This will be achieved through implementation and monitoring of Education, Disaster Risk Reduction and Child Protection activities at school and community levels and child right governance. The Programme Officer shall also support partners in the implementation of programme activities within the designated area(s).

In the absence of the programme coordinator the post holder will coordinate the implementation of programme activities in Galgadud region .

SCOPE OF ROLE:Reports to: The NORAD Framework programme coordinator

Country Dimensions: Save the Children works in most of Somalia/Land regions with a current staff complement of approximately 600 staff.

KEY AREAS OF ACCOUNTABILITY:1.       Programme Planning:

1.1.         Support the programme coordinator in the preparation of project proposals, implementation plans and monitoring plans and reports

1.2.         Undertake assessments and analysis on basic education, partner capacity, community participation, other forms of education etc. within the Region and the Districts, and gain an understanding of the issues affecting the lives of children in the area.

1.3.         Contribute towards to the Education and Child Protection area strategic plans, which highlights the purpose of SCI’s education and child protection in addressing the needs of children in relation to the country’s strategic plan.

2.       Programme Implementation

2.1.         The post holder will maintain close co-ordination with other Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient delivery of all programme activities.

2.2.         Ensure adherence of expenditure against approved budgets

3.       Programme Management:

3.1.         Plan and organize regular monitoring and support supervision to primary schools, Community Education Committees and Community Welfare Committees at target schools in Galgadud

3.2.         Support regional and district education and child welfare officers to induct primary teachers,

3.3.         Facilitate refresher training of teachers, CEC members, CWC members and community members on the importance on education, child rights and child protection programming

3.4.         Ensure timely procurement, development, distribution and utilization of textbooks, supplementary reading materials, educational materials and equipment to primary schools and ABE centres

3.5.         Organize quarterly joint monitoring and supervision visits with government officers (Education and Child Protection), disseminate findings and follow up on implementation of the findings by SC staff and partners

3.6.         Participate in drought response planning and implementation with focus on education and child protection among other areas that have an impact on children’s wellbeing

4.       Monitoring:

4.1.         Assist the programme coordinator in planning and development of inclusive monitoring and evaluation tools

4.2.         Collect, manage and analyse Programme data

4.3.         Regularly monitor the implementation of the programme activities with focus on timeliness, inclusiveness, participation, voluntary and quality

4.4.         Participate in conducting data on the Quality of the Learning Environment (QLE), Quality of Service (QoS) and Knowledge, Attitude and Practice (KAP) surveys

4.5.         Organize and carry out Programme review meetings as planned.

4.6.         Document best practice and lessons learnt from implementation of programme’s activities across all the thematic areas.

4.7.         Participate in monitoring and evaluation of Programme activities, ensuring the participation of children and their communities

5.    Reporting:

Under the guidance of the Programme Coordinator/Deputy Programme Manager:

5.1.         Produce timely programme quarterly monitoring and supervision reports and ensure their documentation and dissemination to concerned bodies

5.2.         Assist in the development of timely and high quality programme reports that meet donor and SCI requirements.

5.3.         Identify operational/technical and management problems arising during the implementation of the programme activities and report to the responsible line manager to ensure timely action is taken

5.4.         Develop at least one success story and case study relevant to programme activities every quarter

6.    General statements of responsibility

  • At least a degree in Education, Law, Social Sciences or Community Development or related field from a recognized university is a minimum requirement for this position.
  • Minimum of 3 years’ experience working with international I/NGO’s, UN or government agencies

and one year in collaborating with national and sub national government ministries

  • Hardworking, flexible, adaptable, able to improvise and work in a challenging and potentially stressful environment
  • Practical experience in at least two of the following: primary education, education in emergencies, policy work, legislation, WASH, child rights programming and child protection.
  • Able to contribute to development of concept notes, programme reports and proposals.
  • Knowledge of project cycle management, monitoring, community mobilization and stakeholder’s participation in programming
  • Good interpersonal skills with the ability to communicate clearly and effectively at all levels including with children.
  • Due diligence in resource management, filing and retrieval
  • Sensitive to issues affecting children and committed to Save the Children’s Child Protection policy.
