Role Purpose:

The Supply chain will be based in Somalia and will support area offices in execution of all procurement and transport operations involving the country office, regional office or head office. S/he will be the main link between the area offices and the SCI international supply chain, with the primary responsibility to ensure the effective communication and efficient flow of program inventory and assets in Somalia.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Procurement budget Responsibilities:USD 3 million per year

Role Dimensions: The role is at the interface between the area offices and the SCI international supply chain; this involves working closely with the SCI ESA Regional office, Suppliers, Transporters, SCI head office as well as with internal stakeholders – Program operations, Finance, Administration, Awards and Audit.

KEY AREAS OF ACCOUNTABILITY :Role is responsible for complete end-to-end support to area offices – for all supply chain activities requiring involvement of the Somalia country office, SCI East and Southern Africa regional office or SCI head office.

Scope of responsibility:The SCO will be responsible from the time a Procurement request from the area offices is submitted to the country office up to the time the required goods / services are delivered to the end user in the field.

Key areas of accountability 

Procurement

·         Manage Procurement for the Somalia COprogramme in line with SCI Procurement policies, processes and quality standards through supervision of Procurement Requests, Requests for Quotation, Comparative Bids Analysis, Procurement Committee and Purchase Order processes.

·         Ensure overall best value for money is achieved through a competitive and transparent Procurement process considering quality, availability, time frame, transport and storage costs and technically advise the Procurement Committee accordingly.

·         Ensure Procurement Committees in all field offices are established where required and that they fully understand and undertake their responsibilities at all times.

·         Develop strong relations with field office programmes to support them in improving their ordering practices and review all Procurement Plans together with the line manager.

Transport

·         Transport costing and budgeting

·         Transport contracting

·         Liaison with area / field offices and the Regional Procurement Unit to arrange transport

·         Import / Export documentation support

·         Preparation of shipping instructions

·         Supplier contract management

·         Cargo verification before shipment to ensure standard packing are used

·         Track costs incurred on transport on quarterly basis

·         Manage relationship and performance of transport service providers

·         Coordination of cargo transport and preparation of transport status updates and reports

Reporting

·         Preparation of Periodic and adhocsupply chain related reports

·         Monitoring of supply chain Key performance indicators

As focal point for Inventory and Asset management, S/he will :

·         Follow-up and receive all monthly Warehousing and Distribution area reports and in liaison with the IT team prepare consolidated Country office monthly reports

·         Actively monitor all Warehousing and Distribution reports for accuracy / completeness / timeliness

·         Identify any deviations from defined performance standards and provide technical support to the field teams to correct the deviations

·         Provide technical support to the area offices in complex Warehousing and Distribution tasks

·         Visit area and field offices and provide support / training

·         Support area / field offices in resolution of audit queries / findings in the area of Warehousing and Distribution

·         Keep the field Warehousing and Distribution teams engaged and motivated through appropriate collaboration forums

·         Identify and support continuous improvement initiatives in the area of Warehousing and Distribution

·         Follow-up and receive all monthly area Asset management reports and in liaison with the IT team prepare consolidated Country office monthly reports

·         Actively monitor all Asset management reports for accuracy / completeness / timeliness

·         Identify any deviations from defined performance standards and provide technical support to the field teams to correct the deviations

·         Provide technical support to the area offices in Asset management tasks

·         Visit area and field offices and provide support / training

·         Support area / field offices in resolution of audit queries / findings in the area of Asset management

·         Identify and support continuous improvement initiatives in the area of Asset management

QUALIFICATIONS1.     First degree in procurement / logistics / Supply chain management, and

2.     Has achieved or is studying towards the Diploma in Procurement & Supply from the Chartered Institute of Procurement & Supply (CIPS UK) or comparable professional body.

3.     Strong preference for candidates with both qualifications.

EXPERIENCE AND SKILLSEssential:

1.     Three to five years experience in humanitarian logistics / supply chain management

2.     Substantial experience in all technical areas of logistics / supply chain operations including procurement, transport, distribution, warehousing and stock management, fleet management and asset management

3.     Strong analytical skills and ability to use basic analysis tools like Excel ©

4.     Remote support to supply chain operations across multiple field offices

5.     Ability to build effective working relationships quickly with a wide range of people, both internally and externally

6.     Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.

7.     Strong communication skills – written and spoken English

8.     Working in multicultural teams

9.     Willingness and ability to travel to Somalia / Somaliland

Desirable

Experience in the following areas is desirable :

1.     Logistics in fragile humanitarian contexts

2.     High value procurement / contract management

3.     Supply chain operations costing

4.     Import / export operations in a cross-border humanitarian supply chain

5.     Knowledge of Somali language

6.     Procurement under Multilateral development bank (World bank, Africa Development Bank) procedures
