Job title: Monitoring & Evaluation Assistant

Duty station: NIS Mogadishu Office with extensive travel to all project locations**

Duration: 1 Year with a possibility of renewal or extension**

Reporting to: Monitoring & Evaluation Officer

JOB SUMMARY

The M&E Assistant will assist the M&E Unit in the management of NIS Somalia country programme monitoring and evaluation. The M&E assistant will work closely with NIS Somalia Management and Project/Program staff to ensure that all M&E activities are carried out in an efficient and timely fashion.

The assistant will assist the M&E staff in project activity monitoring, documentations, data collection, analysis as well as management and dissemination relevant information. He/she will work hand in hand with M&E officers, field teams and stakeholders on all programme monitoring and evaluation activities & ensure that monitoring visits are meaningful and capture data sought and feed into management decisions.

OVERVIEW OF MAIN DUTIES:

1. Project Planning & development

  • Participate project specific needs assessment in the target locations Plan and conduct field-level data collection, at different stages of the project to support project cycle management.
  • Assist in organizing, facilitating and conducting training, including project related trainings and M&E workshops.

2. Project Monitoring/Quality & Reporting

§ Conduct site visits / site monitoring and submit report with clear findings & recommendations

§ Engage with IPs to collect and manage essential data of their respective projects including labourers engaged during construction project

§ Ensure quality of data collected/ reports produced by partners

  • Monitor project activities and ensure that they are implemented according to work plans and agreed schedules.

§ Participate community/beneficiary selection processes and training & Conduct spot checks in community engagements, beneficiaries and stakeholders to ensure inclusions and accountability

§ Assist in documenting case studies and success stories (written & audio) for specific project component & the overall program on monthly basis.

  • Provide analyzed/disaggregated the laborer/beneficiaries for use in reports

3. Data Management

§ Ensure the timely and accurate routine data entries into the database (MIS/excel format) as per NIS Management Information System/forms within expected deadlines.

§ Work closely with the partners to ensure that follow up monitoring is done and ensure the relevant project data is submitted on timely fashion.

§ Flag gaps or good practice identified during data entry and provide observations/feedback

§ Keep M&E files archived (Hard and soft copy) at the M&E office and accessible to the team

§ Create a data bank containing all the data collected (transcripts, survey answers, extracts from secondary literature, observation notes, media cuttings, photographs, recordings, films, etc.).

4. Project Evaluation

  • Support the M&E officer in leading the enumerators (daily workers) during data collection processes if needed and ensure the quality of the data collected
  • Support in notetaking at FGDs/interviews and transcribing any recordings.
  • Identify, train the network of enumerators and interviewers in all project areas for the use of project assessments.
  • Conduct pre-training administrative capacity evaluations of institutional personnel being trained/mentored
  • Assist in conducting baseline and endline assessments and ensure that they happen in a timely fashion for all projects.
  • Organize focus group discussions and conduct interviews for purposes in real time
  • Brief enumerators and interviewers on the project and data collection tools.
  • Ensure receipt of and review transcribed and translated KII data collected.
  • Ensure quality and reliability of survey data collected

5. Project Learning

  • Assist to disseminate lessons learned and best practices among NIS Somalia team
  • Identify and document lessons learned and best practices.
  • Support partners in improving learning and sharing mechanisms in their projects
  • Promote culture of two-way learning in the organization

Other duties

  • Carry out any other relevant tasks to the position as requested by the line supervisor.

FUNCTIONAL AND PERSONAL COMPETENCIES

  • Diploma/ bachelor’s degree in Statistics, Economics, Population Studies, Communication, Development Studies, International Development, Monitoring and Evaluation, Project Management, or any other relevant field of study with strong grounding in quantitative and qualitative research.
  • Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).
  • Demonstrated experience in managing data bases, and knowledge in data analyses will be of great asset.
  • Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.
  • Fluent in English & Somali (Written and spoken)
  • Continually demonstrates strong commitment to the organization and high motivation; and
  • Willing to travel and stay in other regions.
  • Ability to meet strict deadlines in high-pressure environments.

FUNCTIONAL AND PERSONAL COMPETENCIES

  • Minimum University degree in social sciences, information management, Statistics or other closely related disciplines with additional training on M&E
  • At least 3 years of relevant work experience in programme monitoring and evaluation in NGO set up preferably in reconciliation, peacebuilding, and governance.
  • Strong ability to work independently, including the ability to multitask, prioritize competing tasks, and manage time effectively.
  • Willingness to continually improve technical and analytical competencies
  • Excellent knowledge of written and spoken English and Somali
  • Continually demonstrates strong commitment to the organization and high motivation; and
  • Willing to travel and stay in other regions.
  • Ability to meet strict deadlines in high-pressure environments.
