Job Summary
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is primarily responsible for establishing and overseeing a functional MEAL system for YouthLink programme
Ø  Establish, roll out and manage MEAL plan framework as per commitments of YouthLink programmeØ  Develop data collection tools to monitor achievement of outputs, outcomes, and objectives, as well as key assumptions outlined in the project logframe, in consultation with key project/programme staff as appropriate.

Ø  Establish internal excel database to support efficient, accurate data management, reporting and data analysis.

Ø  Track all project outputs, outcomes and objectives against targets/indicators

Ø  Ensure consistent use of data collection and reporting tools by key project staff; monitor data quality and follow-up on issues identified.

Ø  Undertake programme staff knowledge, skill and practice assessment, identify gaps and develop capacity building intervention programmes on design M&E and on mainstreaming crosscutting issues

Ø  To carry out regular field monitoring of programme intervention and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan;

Ø  To carry out follow-up monitoring visits to materialize actions agreed in the action plan,

Ø  To establish and manage Complaint Response Mechanism (CRM) which facilitate beneficiaries/communities to register complaints and share feedback whilst maintain complaints and feedback tracking database and do follow up on complaints to reach a resolution involving relevant project/programme staff;

Ø  To assist in carrying out preliminary first inquiry report in case of serious nature of complaints filed by beneficiaries/communities;

Ø  To assist in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring programme quality monitoring.

Ø  To assist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data

Ø  Lead in planning and implementation of baseline surveys, assessments and field monitoring and evaluation exercises and impact assessments when needed;

Ø   Maintain and ensure that timely online registration database of programme beneficiaries is completed

Ø   Work as contact person/ focal point for M&E related programme issues with partner agency

Ø  Applies the required technical and professional expertise to the highest standards; promotes and shares best practice within and outside the organisations.

Ø  Analyze M&E data for both learning and reporting purposes and provide evidence-based as part of programme learning to showcase value for money (vfm/RIO)

Ø  Develop case-studies and good practices that can be shared with other internal and external stakeholders

Ø  Works collaboratively to achieve shared goals and thrives on diversity of people and perspectives; knows when to lead and when to follow and how to ensure effective cross-boundary working.

Ø  Communicates clearly and confidently with others to engage and influence; promotes dialogue and ensures timely and appropriate messages, building confidence and trust.

Ø  Builds and uses sustainable relationships and networks to support the work of YouthLink programme

Reporting & Documentation 
Ø  Produce high quality analysis and report to assist making informed decision- making final reports as and when required
Other      Any other duties 
Ø       Duties related to the nature of the job as directed by the line Manager

  • At least degree holder in relevant field
  • 2-3 years of monitoring evaluation, accountability and learning experience preferably in NGO field
  • With expertise in databases, MS Office and other analysis software such as SPSS
  • Ability to work in challenging environment
  • Good Interpersonal and Communication skills
  • Proficient in report writing and documentation
