1.  About NIEC

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties

  1. Purpose of the Job

This position is responsible for the development of electoral training strategies, the establishment of training resources, systems of training, management, administration and operations as well as coordinating electoral training in line with the Commission and Directorate’s mandate.

  1. Roles and responsibilities of the Job:

Under the guidance of the Director of Electoral Operations, the Manager of electoral Training will have the following specific responsibilities and will provide the following deliverables:

  • Develop strategies, work plans for electoral training programmes
  • Coordinate the establishment of national and regional training centres
  • Coordinates external initiatives and opportunities for electoral training and facilitate the planning of programmes
  • Facilitate the development of electoral training materials (Coordinate teams/collect information)
  • Coordinate post-electoral training evaluations and action on the feedback
  • Develop accountability measures; monitor the performance indicators within the department
  • Supervise and allocate work to members in the unit that report to this position
  • Implement strategies, work plans for electoral training programmes
  • Facilitate the implementation of electoral training policies, execution of various training programmes including operational and ICT support and results
  • Support Human resources department in the development of guidelines, manuals and procedures for recruitment of Regional Officer’s and other electoral operation officials
  • Liaise with planning and logistics departments to provide codified procedures, manuals and guidelines of use in the Electoral training programmes
  • Ensure the department is adequately resourced with required competent personnel to carry out the directorate’s objectives
  • Ensure timely preparation of periodic reports for submission to the Director, Voter Registration and Electoral operations
  • Performs other duties as assigned
  1. Academic Qualification
  • bachelor’s degree in Social Science, Education 0r Public Administration from recognized institution
  1. Work experience
  • Four years’ experience in the areas of Education and Training.
  1. Knowledge and skills
  • Training methodologies.
  • Computer literacy
  • Knowledge of relevant legislations
  • Electoral administration
  • Information management
  • Project planning and management
  • Organizational skills
  • Excellent oral and written in communication in Somali and English
