1) Senior Advisor – Terms of Reference

 Background

Somalia Strengthening Institutions for Public Works Project (SSIPWP)

  • The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
  • The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
  • The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works (Project Appraisal Report, 2016)

Purpose of the position

  • Senior Advisor is the most senior position, someone with an in-depth knowledge who can initiate, build and maintain a range of relationships and networks, both within and outside the ministry, in order to provide advice on range of issues including operational and policies.

Duties and Responsibilities, include

  • To identify and research issues on behalf of the minister and/or other government agencies and, advice on options and actions.
  • To contribute to background analyses and recommendations for the minister and advise on priorities/concerns and challenge assumptions.
  • Engage effectively with internal and external experts in relation to the Minister’s portfolio(s) so that the best information is available for discussion, decision making and policy development.
  • Answer questions of interpretation that raise significant issues in relation to government policy.
  • Provide, as required, input into the government’s Strategic Planning.
  • Actively participate in the development of the minister’s work planning.
  • Provides advice to minister on internal communications issues and develops communication strategies.
  • Promote a culture of high performance and excellence leadership.
  • Be a positive role model and act as a positive and inspiring advocate in relation to the completion of work assignments.
  • Working with different government entities to ensure collaboration for shared goals.
  • Maintain effective relationships with the Prime Minister’s advisory team; identify and advise of any potential risks as soon as possible.
  • Develop and maintain effective liaison and relationships with key stakeholders in ministers’ portfolios.
  • Attend meetings with officials, sector organizations, and any other relevant meetings as required.
  • Attend and play an active part in the weekly advisors’ meeting.
  • Perform any other assigned tasks.

Required Qualifications, Experience and Skills:

  • Master’s Degree in Public Policy, Public Administration, International Relations and Political Science and Governance or any other related disciplines.
  • At least 5 years of relevant experience in position related with planning and policy, or governance.
  • Demonstrated experience in policy development, strategic planning, communication and/or high level public sector management, and to prepare well written and researched policy documents.
  • Experience in drafting reports, briefings and training materials.
  • Proven leadership and management skills.
  • Ability to build networks and make effective contacts and connections.
  • Excellent presentational skills – both verbal and written.
  • Excellent communication and interpersonal skills.
  • Strong knowledge of computer systems.
  • Fluent in Somali and English languages is required.

2) Regional Coordinator

Purpose of the position

  • The Regional Coordinator will work collaboratively with all implementing partners on related project activities, while managing all information flow at the ministry in order to minimize duplication and enhance cooperation.

Duties and Responsibilities, include

  • Assist in developing implementation strategies, in collaboration with the minister and relevant teams, to improve the effectiveness project services among stakeholders.
  • Work closely with the regional and district governments and other relevant partners in Hiran region, to ensure effective planning, implementation and monitoring of all activities.
  • Communicating with partners implementing the programmes in Hiran region, to identify effective solutions to common challenges.
  • Participate in all quarterly coordination meetings at regional level in order to review progress activities and address any obstructions.
  • Contribute to the process of mid-year and annual programme review of the ministry in the region.
  • Preparing various documents and reports, sharing progress implementation and lessons learned with other agencies.
  • Contribute to regional meetings wherein state experience on ministry activities progress as well as challenges can be shared.
  • Responsible in the overall management of the ministry office in Hiran Region.
  • Prepare presentations as requested/guided by minister or other team members.
  • Maintain the filing system for the assigned team including organizing the system and daily filing
  • Compile, store, and retrieve team operations’ data, using computer.
  • Coordinate and organize meetings, prepare agendas, write and distribute minutes.
  • Assist in the planning, preparation and implementation of workshops and training sessions.
  • Provide secretarial support for workshops, training sessions and other team events taking place inHiran Region.
  • Assist in preparation of budget needs and periodic reports of his/her team.
  • Follow-up with Administrator on Team travel arrangements.
  • Attend to other relevant duties as required.

Required Qualifications, Experience and Skills:

  • University degree in Business Administration, International Relations and Political Science or other related discipline.
  • At least 5 years of relevant experience in position similar or related with planning and policy.
  • Strong knowledge of computer systems.
  • Excellent communication and people skills.
  • Excellent presentational skills – both verbal and written.
  • Fluent in Somali and English languages is required.

3) Director General

Purpose of the position:

  • The Director General role is to manage day to day operations, oversee and provide directions to the ministry’s team, in order to ensure that all key functions are completed for the purpose of meeting the overall goals and objective of MPWRH Hirshabelle.

Duties and Responsibilities include but are not limited to:       

  • Defines the ministry strategic vision and is accountable for its implementation and the results achieved.
  • Responsible for the overall strategic and operational MPWRH Hirshabelle State staff, programs, and execution of its mission.
  • Responsible for developing strategic and operational planning, management and administration
  • Determine the ministry’s strategic objectives, policies, procedures and guidelines.
  • Determine short-term and long-term strategic planning.
  • Ensure that the ministry’s organizational structure, operational policies, and other processes are sound effective in terms of delivering the overall the ministry’s objectives.
  • Develop and implement operational policies to guide the ministry under the document of the Civil Service Law number 11.
  • Direct the activities of the ministry in a manner such that agreed upon targets are achieved.
  • Coordinate all efforts toward the goals and strategic plan of the ministry.
  • Ensure meaningful monitoring and evaluation of ministry and project’s programs and performance, including accurate analysis and routine reporting on the impact and performance of ministry’s policies across the government.
  • Reporting to the Minister on the overall progress and results of the operational objectives, and initiate courses of action for improvement.
  • Management and administration; to exercise authority over personnel and human-resource matters, and further strengthen performance management by tracking key performance indicators across the ministry employees.
  • Ensures that the right people are in the right place to achieve agreed upon targets.
  • Maintain a positive work environment that facilitates collaboration and information.Sharing and, is conducive to attracting, retaining, and motivating diverse talent.

Required Skills and Qualifications:

  • Bachelor’s Degree in Management, Business Administration, Sociology, Human Resources or other related fields.
  • At least five years of experience in senior management position.

  • Thorough knowledge and understanding of the political and social context of Somalia.

  • Excellent oral and written communication skills with fluency English is required.

4) Civil Engineers – 3 positions

Purpose of the position:

  • Civil Engineersare responsible for designing, building, supervising, operating and maintaining all new constructions at ministry as well as other donor projects, such as roads, bridges, tunnels, water supply etc., while using his/her engineering specialist skills and knowledge.

Duties and Responsibilities include but are not limited to:       

  • To create highly detailed building drawings and designs, either by hand or using specialist computer-aided design applications such as (CAD).
  • Liaising with construction professionals about the feasibility of potential projects.
  • To analyze data such as survey reports, long range plans, and maps to be able to plan projects effectively.
  • To be involved throughout the construction process, adapting their plans, according to budget constraints, environmental factors and/or client needs.
  • Focus on the style, design, quality and feasibility of the project, while adhering to all building requirements and codes.
  • Create plans and gather design requirements for new structures.
  • Design alterations or repairs to existing buildings and structures.
  • To work around constraining factors such as town planning legislation, environmental impact and project budget.
  • To work closely with a team of other professionals such as building service engineers, construction managers, quantity surveyors and architectural technologists
  • Applying for planning permission and advice from governmental new build and legal departments.
  • Writing and presenting special reports, proposals, applications and contracts.
  • Specifying the requirements for the project.
  • Adapting plans according to circumstances and resolving any problems that may arise during construction.
  • Prepare preliminary designs of rehabilitation assessment projects.
  • The design will include sketches, vignettes and drawings.
  • In assistance with ministry of public works, monitor and supervise the projects of the ministry.
  • Any other duties assigned by his/her supervisor.

Required Qualifications, Experience and Skills:

  • Minimum of Bachelor’s Degree in Civil Engineer, or related discipline.
  • At least 3-5 years of professional work experience in Construction.
  • Experience in working in the public sector.
  • Excellent organizing and structure design skills;
  • Demonstrated structural skills;
  • Demonstrated competence in the use of engineering software’s;
  • Excellent oral and written communication skills in Somali. Fluency in English highly desirable.

5) Accountant

Purpose of the position

  • The Accountant will report to the Director Finance and responsible to support in preparing key financial information including statutory accounts, management accounts and financial plans and support the Finance department with the day to day accounting management.

Duties and Responsibilities, include

  • Management Accounting: to assist with the preparation of the monthly management accounts and day to day management accounting responsibilities including month end processes.
  • Monitoring Reports: to prepare monthly management reports for budget holders.
  • Statutory Accounts: to assist with the preparation of the annual statutory financial statements and related notes.
  • Budget and Financial Plans: to assist with the preparation of the Ministry’s annual budget and future financial plans.
  • Accounting Transactions: to compute and process accounting transactions as required.
  • Balance Sheet Reconciliations: to perform monthly balance sheet reconciliations as appropriate.
  • VAT: to assist with the preparation of VAT returns.
  • Chart of Accounts: to assist with the management of the financial coding structure.
  • Financial Support: to provide financial support to departments, teams and budget holders as appropriate.
  • External Funding: to provide support for the costing of tenders and to prepare external funding claims.
  • Projects: to assist the Director Financial Reporting with improvement projects as appropriate.
  • To support the Senior Management Team in developing and producing strategic and business plans and work with them to develop a planned work programme for the charity
  • To co-ordinate and direct the management and delivery of ministry-wide strategic projects and initiatives

Required Qualifications, Experience and Skills:

  • Bachelor’s Degree in Accounting or Business, MBA/CPA preferred.
  • 3-5 years of financial and operations management experience in managerial role.
  • Demonstrated ability to design and implement best practices in financial and operations management.
  • Solid knowledge of non-profit organizations and fund accounting.
  • Proven experience managing the quality and content of all financial and accounting data, reporting, and coordinating audits for an organization or significant department/program.
  • Solid understanding of contracts management and compliance.
  • A track record in not-for-profit grants management, particularly in the areas of financial reporting and compliance. Federal grants experienced preferred.
  • Knowledgeable of best practices in human resources management.
  • Demonstrated ability to work with IT staff to develop and implement new processes and systems that increase efficiency.
  • Flexible and a self-starter; able to multi-task while also being highly detail-oriented.
  • Fluent in Somali and English languages is required.
