About HIJRA:

Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn and East Africa.

HIJRA is embarking on a programme to offer Third Party Monitoring Services in Somalia. HIJRA shall work across the Donor’s entire intervention portfolio in Somalia, with the aim of providing greater access to field locations, verification and validation of programme data, thereby enhancing the quality of data collected, and ensuring a higher frequency of data collection and project site visits. This will ultimately promote greater accountability, enhance risk management and improve learning insights for programme performance.

Job Summary

Being the field point of contact in the implementation of the Third Party Monitoring/Cash/NFI based project, ensuring data collection processes and reporting are in line with agreed deliverables. Coordination and relationship management of partners for the timely implementation of TPM/CASH interventions.

Key Responsibilities include:

  • Directly responsible for the day-to-day implementation of all monitoring and verification/Post Distribution Monitoring (PDM) activities.
  • Ensuring that TPM/cash strategies are implemented in a structured and coherent manner in line with project objectives
  • Inform, coordinate and join monitoring and verification/PDM missions as necessary
  • Undertake regular field visits to support the implementation of TPM/CASH Programs
  • Test all new tools within the mobile data collection kobo prior to deployment for field work
  • Oversee data collection, analysis and dissemination of routine monitoring and reporting of data for TPM/PDM
  • Data analysis using Excel, SPSS or equivalent programme applying statistical methods and Qualitative software such as Nvivo where applicable working with dataset of 5000+ records
  • Ensure timely and high-quality data reporting, carry out required data validations and cleaning, and provide technical support and training for field staff and enumerators
  • Recruit enumerators and support in training on data collection techniques
  • With the help of the implementing partners, mobilize beneficiaries for monitoring and verification of PDM activities.
  • Arrange airport pick up and accommodation for the filed delegation
  • Represent HIJRA in internal and external coordination meetings
  • To undertake any other reasonable duties as may be required by the Line Manager.

Competencies, Qualifications, Skills and Experience:

Essential requirements:

  • Graduate degree in the field of evaluation, international development or a related technical field required.
  • At least three years’ experience in project management, monitoring and evaluation of development programs.
  • Demonstrable experience in quantitative and qualitative, participatory research methods and conducting field work
  • Experience in developing monitoring and verification tools, and training and managing staff in effective use of those tools.
  • Knowledge of relevant UNHCR rules and regulations related to monitoring and verification activities and approaches.
  • Experience in mobile data collection platforms and processes (preferably kobo collect, ODK but any other experience valued), including CAPI formatting and mobile scripting processes.
  • Data analysis using Excel, SPSS or equivalent programme applying statistical methods and Qualitative software such as Nvivo where applicable working with dataset of 5000+ records
  • Experience in training others in monitoring and evaluation development and implementation
  • Able to work on own initiative and lead others when necessary
  • Oral and written fluency in English and Somali languages required.
