Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall purpose of the role 
The Community Facilitator plays a key role in implementing the conflict management component of the Wadahadal project in the target areas of Bocame and Talex districts in Sool region. He/she is expected to be able to travel between Bocame and Talex as needed.
The Community Faciliator will work under the supervision of the Project Officer for Bocame and Talex.

Responsibilities

  • Support the Project Officer in the mapping of all villages in Bocame and Talex, as well as their key stakeholders in accordance with DRC/DDG guidelines;
  • Support the Project Officer in the engagement and participation of communities, local elders, youth and women in the project;
  • In the absence of the Project Officer, act as the primary link and channel for communication between communities, local elders and DRC/DDG;
  • Support an external consultant that will carry out a Gendered Context/Conflict Analysis to gather data about previous conflicts, how these have differently affected man and women, and opportunities for peace;
  • Facilitate awareness, dialogue and other activities aimed at reducing conflict and improving community cohesion and consultation including activities to strengthen local conflict management capacity and to promote better collaboration between local communities;
  • Support communities to establish Community Peace Committees (CPC) for both Bocame and Talex, or build their capacity, if already existing;
  • Work closely with the CPCs to identity conflicts that have the potential to be addressed with the support of the project;
  • Support the CPCs to carry out their conflict resolution activities with the aim to reach a peace agreement between conflicting parties or clans;
  • Support the CPCs to establish systems that ensure that conflicting parties abide by the terms of the peace agreements;
  • Support the CPD in the facilitation of meetings and peace-building activities and ensure that meetings and decisions are properly documented and shared with the project staff;
  • Facilitate the groundwork and assist local enumerators during the data collection for the research component of the project, which is carried out by researchers from ICTD;
  • Ensure good cooperation with partners and other organisations working in the project areas;
  • Support the regular monitoring project activities including the construction activities;
  • Exercise due diligence in the care and maintenance of all assigned equipment, including computers and communication equipment;
  • Fully adhere to DDG’s procedures for security, financial management, logistics, human resources and administration;
  • Uphold DDG/DRC’s Code of Conduct.

Experience, Educational qualifications & technical competencies

  • Minimum 2 years of experience in conflict management and resolution, mediation or peacebuilding;
  • A university Diploma in conflict studies or related field, or, alternatively, in development studies or social science with a focus on conflict resolution or mediation;
  • Self-motivated, fast learner, must be able to work alone and unsupervised;
  • Strong ability to communicate with different groups of people, including community leaders and members, security providers, and local authorities;
  • Strong understanding of dynamics that lead to conflict and community insecurity;
  • Experience with community peace and development work.

Languages:

  • Fluency in written and spoken Somali & English

Availability:    1st January 2019

Duty station:    Bocame (50%) and Talex (50%)

Reporting to:   Project Team Leader

Duration:     6 months (not renewable)
