Position: Child Protection Officer 

LOCATION: Jariban District


TASS was established in March 1992 just after the collapse of Somali central government; and it is one of the most successful and consistent community based, non-profit, humanitarian and development NGO in Somalia. TASS is legally registered organization in both Puntland and Federal government of Somalia and it has been involved in relief aid, rehabilitation, and development programs in various sectors: Education, Health, Rural Development, livelihood, good Governance, Protection and Emergency relief.

SCOPE OF ROLE: Reports to: Project Manager

Staff directly reporting to this post: Project Manager



·         Conduct identification, assessment, documentation and referral (to relevant services) and follow-up of protection cases in n the project area, and advises the project manager in devising strategies for protection of children at the schools at run by Tadamun Social Society (TASS).

·         Ensures that the project staff, CEC, and School leadership are apprised of the full array of child rights and protection issues and advises on ways and strategies for TASS to address them.

·         Lead child protection case management activities and ensure that case management is provided in line with CPWG standards.

·         Work closely with Schools to integrate child protection in their work, activities and strategies and within school environments;

·         Provide information, advice and facilitate access to social services for vulnerable children.

·         Ensure child protection case management for vulnerable children in project area responding to needs and immediate protective actions.

·         Assesses the needs for facilitate and monitor alternative care arrangement and support conduct family tracing and reunification.

·         Coordinating service requirements and advocating on behalf of the child to ensure the recipient of appropriate and timely services.

·         Properly document all protection cases that went through the case management process

·         Map and coordinate with service providers to support case management activities

·         Develop referral path way to ensure access to holistic and quality services

·         Conduct assessment to identify the safety and protection of needs of the child, develop care plan, implement the care plan and conduct follow ups.

·         Conduct capacity building training for case management workers and other community structures.

·         Monitor and report on violence, exploitation and abuse of children.

·         Oversees the collection of and/or collects reliable, accurate and timely data on and, where necessary, conducts investigations into violations committed against children; Oversees the development of analysis on trends and patterns of grave violations against children to support response strategies.

·         Ensures regular and timely reporting on child protection issues in line with the TASS policy and reporting guidelines.

·         Advocates with or support the TASS in advocating with appropriate national government authorities, local education authorities to ensure adequate responses to violations committed against children.

·         Engages with national stakeholders to promote inclusion of rights and protection of children in national and regional policies and advocate for the allocation of national resources to this end.

Competence, experience, skills, knowledge needed

·         Minimum Bachelor’s Degree or equivalent in the area of Human Rights, community development, social work, law or related fields.

·         Minimum of 2 years relevant work experience in child protection project implementation or related fields.

·         Good technical understanding child protection, child rights, GBV and community-based approaches.

·         An understanding of the needs and rights of children, particularly those who have been in conflict/contact with the law, separated children and children who are at risk of abuse or exploitation.

·         At least two years’ programme experience in child protection/development or in another relevant area of development/emergency/relief work.

·         Experience of working with participatory methodologies, preferably involving children.

·         Excellent communication and interpersonal skills, including the ability to work as a team member within a collaborative framework.

·         The ability to work independently and use own initiative.

·         Strong problem solving and analytical skills.

·         Ability to plan and organise work, cope with pressure and prioritise competing demands on time.

·         The ability to represent the organisation and advocate with a wide range of partners, including government, NGO’s and community representatives.

·         Verbal fluency in English and Somali.

·         Good written language skills and the ability to write clear and well-structured reports.

·         Computer literate.
