Org. Setting and Reporting

This position is located in the UNODC Programme Office in Somalia (POSOM) with duty station in Mogadishu, under the UNODC Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative for Eastern Africa (ROEA) and under the direct supervision of the Crime Prevention and Criminal Justice Officer in Somalia heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa. The incumbent will work in close cooperation and coordination with the Crime Prevention and Criminal Justice Officer (Trafficking in Persons and Smuggling of Migrants), the Crime Prevention and Criminal Justice Officer (Law Enforcement Expert) and in coordination with the Organized Crime Branch (OCB) at UNODC headquarters in Vienna.

Responsibilities

Within assigned authority and within the framework of the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa, the incumbent will assist the Crime Prevention and Criminal Justice Officer heading the Programme in Somalia with the day to day management of programme activities related to the Criminal Investigation Programme (CIP), and other countering Transnational Organized Crime and Illicit Trafficking programming in Somalia. The incumbent will also assist in other related activities in countering transnational organized crime, illicit trafficking and terrorism, if required. The incumbent will be responsible for the following duties:

•Assist the Crime Prevention and Criminal Justice Officer heading the Programme in developing, coordinating, implementing and evaluating the Criminal Investigation Programme (CIP) in Somalia, and other countering Transnational Organized Crime and Illicit Trafficking programming in Somalia. Support programme management and coordination of programme activities. Assist with the preparation or revision of programme or project documents, budget, work plans and reports, including programme activity reports and programme performance reports. Assist in monitoring and analyzing specific aspects of programme and programme activity development and implementation. Review relevant documents and reports. Identify problems and issues to be addressed and recommend corrective actions. Liaise with relevant parties. Identify and track follow-up actions.
•Assist with the development of technical assistance programme activities and support coordination and implementation of capacity-building activities for criminal justice practitioners on criminal investigation and countering Transnational Organized Crime, including Trafficking in Persons and Smuggling of Migrants. Assist with capacity-building needs assessments at the regional and national level. Support organization, facilitation and implementation of technical assistance activities, including capacity-building workshops, study tours and advice in relation to capacity-building.
•Support the overall programme implementation, substantive refinement and assessment of the regional programme and programme activities managed by UNODC ROEA: Contribute to the identification and assessment of technical assistance priorities and strategies of donors active in countering transnational organized crime, including Trafficking in Persons and Smuggling of Migrants initiatives. Prepare programme and project proposals and ideas for inclusion in national, regional and global UNODC programmes and funding proposals to donors. Undertake consultations with relevant international regional and national stakeholders, entities and NGOs, as required.
•Support consultations on policy and technical matters with participating countries, donors and other stakeholders regarding countering Transnational Organized Crime, including Trafficking in Persons and Smuggling of Migrants. Support cooperation and coordination with headquarters, other field offices and other relevant entities on implementation arrangements, potential partners and detailed specifications for programme activities against Transnational Organized Crime, including Trafficking in Persons and Smuggling of Migrants.
•Assist with the preparation of technical presentations on UNODC regional activities. Support substantive presentations on behalf of UNODC on Transnational Organized Crime, including Trafficking in Persons and Smuggling of Migrants at relevant international, regional and national law enforcement and criminal justice events, as required.
•Assist with the preparation of a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides and toolkits. Collect and compile relevant background data and information; undertake desk research and assessment missions.
•Perform other work related duties as required.

Has knowledge and specialization in the field of Transnational Organized Crime, including Trafficking in Persons and Smuggling of Migrants. Has knowledge of policies and practices in crime prevention and criminal justice as well as the mandates of the United Nations Office on Drugs and Crime (UNODC). Is able to identify issues, analyze and participate in the resolution of issues/problems. Has conceptual analytical and evaluative skills to conduct independent research and analysis, using various research sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

An advanced university degree (Master’s degree or equivalent) in criminology, international relations, law or other relevant social science is required. A first level degree in similar fields with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP)/the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible professional experience in programme management relevant to crime prevention and criminal justice issues is required.
Experience in programme and project development, coordination and implementation is required.
Work experience within the United Nations system or similar international organization is desirable.
Field experience is desirable.
No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
